What CivMMI Is
The Civilization Maturity Model (CivMMI) is a diagnostic field within the NeuroSaeculum framework that evaluates a civilization’s capacity to regulate stress, maintain coherence, and adapt under sustained pressure.
CivMMI does not assess virtue, ideology, or intent.
It evaluates capacity.
Specifically, it examines how well a civilization can:
- absorb stress without fracturing
- integrate feedback without denial
- correct failure without collapse
- maintain long time horizons under pressure
CivMMI is concerned with how societies function, not how they justify themselves.
What CivMMI Is Not
To prevent misuse:
- CivMMI is not a moral ranking
- CivMMI is not a cultural judgment
- CivMMI is not a prediction engine
- CivMMI is not a policy prescription
High maturity does not imply goodness.
Low maturity does not imply malice.
CivMMI evaluates regulatory capacity, not character.
Why CivMMI Exists

The CivMMI Levels (High-Level Overview)
CivMMI defines five maturity levels.
Each represents a distinct stress-regulation strategy, not a moral stage.

Stress is managed through repetition, hierarchy, and external authority. - Level 3 — Self-Aware
