It does not evaluate whether a decision is correct.
It identifies when evidence has ceased to function as a governing constraint.

  • Evidentiary review timelines shortened, suspended, or procedurally altered
  • Decision authority shifted mid-process away from expert bodies
  • Advisory institutions issuing statements after decisions are finalized
  • Language shifts from methodological justification to discretionary framing

Translation Logic

Raw inputs are translated into standardized evidentiary-constraint signals:

  • EBG-A: Evidentiary review missing or unpublished
  • EBG-B: Expert review procedurally bypassed or overridden
  • EBG-C: Urgency or discretion invoked as primary justification
  • EBG-D: Retroactive narrative rationalization detected
