This Signal Translation detects early indicators that a governing authority has bypassed established evidence-evaluation processes while continuing to exercise decision authority.

It does not evaluate whether a decision is correct.
It identifies when evidence has ceased to function as a governing constraint.

  • Major decisions announced without accompanying review documentation
  • Evidentiary review timelines shortened, suspended, or procedurally altered
  • Decision authority shifted mid-process away from expert bodies
  • Advisory institutions issuing statements after decisions are finalized
  • Language shifts from methodological justification to discretionary framing

Translation Logic

Raw inputs are translated into standardized evidentiary-constraint signals:

  • EBG-A: Evidentiary review missing or unpublished
  • EBG-B: Expert review procedurally bypassed or overridden
  • EBG-C: Urgency or discretion invoked as primary justification
  • EBG-D: Retroactive narrative rationalization detected
  • EBG-E: No defined post-hoc evidentiary correction mechanism

Signals are binary or low-granularity and time-bounded.

This output indicates that decision authority has decoupled from evidentiary constraint, regardless of outcome or intent.

Interpretation Notes

  • This signal does not assert that a decision is incorrect
  • It does not adjudicate scientific disputes or policy trade-offs
  • It identifies a process failure, not a substantive one

Disagreement and uncertainty remain compatible with this signal only when evidentiary processes remain binding.

This Signal Translation becomes eligible for Structural Dynamic Triage when:
