It should be treated as a design direction, not a deployable prescription. Applying it without supporting patterns or institutional safeguards may produce instability or false confidence.

Why This Is a Proto Pattern
The need is clear: major institutional decisions often require structured friction before they harden into policy. But the correct amount, placement, and enforcement of that friction remain context-sensitive and not yet fully validated across cases.
Problem Statement
High-impact decisions are often made too quickly, with too little challenge, review, or documented tradeoff reasoning.
Observed Structural Signal
Systems perform better when they place deliberate checkpoints around major decisions: independent review, public comment, challenge memos, advisory interruption, or written response requirements.
Open Questions
How much friction is protective versus paralyzing? What thresholds should define a “major” decision? Which forms of interruption improve judgment rather than simply creating delay leverage?
Possible Broader Use
Useful for governance design, large institutional reforms, regulatory bodies, and transition-period decision frameworks.
