Governance style is one of the most important inputs to Cortex.
It shapes how shocks propagate, how contradictions accumulate, how institutions coordinate (or fail to), and how quickly a system moves between crisis sub-phases.
This typology is not ideological.
It is not about left/right, democracy/autocracy, or moral judgment.
It is about behavior under stress — the structural pattern a government exhibits in how it processes information, generates signals, reacts to legitimacy pressure, and coordinates authority.
Governance styles are material properties of a political system.
They determine how Cortex interprets events and how CTM classifies system-state trajectories.
The same ideology can manifest through different governance styles in different eras.
Conversely, different ideologies can use the same governance style.
What matters is behavior — not rhetoric, identity, or political orientation.

Shock Frequency
The cadence of major institutional actions that alter the system’s state.
Scale:

Signal Coherence
How predictable, unified, and interpretable government messaging and action patterns are.
Two dimensions:

Contradiction Density
The rate of mutually incompatible signals generated by the system.
Scale: Low → Medium → Medium-High → High → Very High.
Institutional Alignment
The degree of coordination and mutual reinforcement across branches, ministries, agencies, and key actors.
Values: High, Medium, Partial, Fragmented, Forced, Factional.
Bandwidth Consumption
The institutional capacity consumed just to maintain the governance style itself.
Low (~10%), Medium (~30%), High (~60%), Extreme (90%+).
Stability Under Load
How well the system tolerates rising stress before breaking or shifting governance modes.
Legitimacy Behavior Under Stress
How the system reacts when public or institutional legitimacy declines.
Patterns: Stall, Freeze, Double Down, Insulate, Fragment, Purge, Time-Limit Override.
Escalation Pattern
Characteristic conflict-escalation trajectory:
Avoidant, Hierarchical, Stepwise Coercive, Dispersed, Technical, Factional, Rapid-Response.
Shock Source
Where shocks originate:
- Endogenous: intentionally generated as a governing method
- Reactive: triggered by internal instability or legitimacy breaks
- Exogenous: events external to the system
- Inter-institutional: shocks created by contradictions between branches
Inter-institutional shocks arise in composite systems where branches, agencies, or levels of government generate conflicting actions that produce system-level disruption. This category primarily applies in Coalition and Composite Governance contexts.
Coordination Mechanism
The method of decision integration:
- Formal (rules, procedures, contracts)
- Informal (patronage networks, personal loyalty)
- Hierarchical (command-based)

A governance mode triggered by acute emergency conditions. Authority centralizes temporarily, decision cycles accelerate, and inter-agency alignment strengthens. Designed to deactivate when the crisis ends. If Crisis-Responsive behavior becomes continuous rather than temporary, the system has transitioned into a different governance style (usually Centralized Command or High-Frequency Shock).

Most modern systems operate with mixed governance styles across branches and domains.
Primary Style
Dominant executive logic — shapes shock generation & narrative modulation.
Secondary Style
Structural constraint logic — legislature, courts, central bank, civil service.
Tertiary Modifier
A domain-specific override: military, intelligence, state-level systems, or central bank.
Composite Friction Coefficient (CFC)
A measure of how much “drag” exists between primary and secondary styles.
Range: 0.0 (no friction) to 1.0 (maximum destructive interference).
Formula (conceptual):
CFC = misalignment × contradiction density × coordination mechanism mismatch
In future versions (v1.1+), CFC may include additional factors such as Coordination-Mechanism mismatch (CM_diff) and Shock-Source mismatch (SS_diff) when composite systems require higher fidelity modeling.

- High CFC → faster crisis drift, higher chance of 6C trajectories
- Low CFC → shock absorption, slower threshold progression

Definition:

Measurement:
Count of significant shocks per unit time.
Scale:
- Very Low: < 1/month
- Low: 1/month

- Very High: Daily or multiple per day
Diagnostic Thresholds:
- SF ≥ High → system is in accelerated mode
- SF = Very High → HFS-compatible (High-Frequency Shock)

Definition:
The consistency, unity, and predictability of messaging and actions across the executive, legislature, judiciary, agencies, and sub-national governments.

Definition:
The rate at which mutually incompatible or mutually invalidating signals emerge in the system.

- Very High: Multiple per day (HFS signature)

Definition:
The degree of coordination and mutual reinforcement across branches and agencies.
