Promotion Criteria
Working Concepts are temporary holding entries. They should remain here while their definition, use case, destination, or evidence base is still unsettled.
A Working Concept may be considered for promotion when several baseline criteria are met:
- Recurring Use — the concept appears in multiple independent NS analyses, articles, assessments, or chats.
- Stable Definition — the definition has stopped changing significantly after repeated use.
- Operational Value — the concept changes how NS work is performed, not just how something is described.
- Evidence Base — the concept is supported by multiple examples, cases, sources, or prior scholarship.
- Known Destination — the concept clearly belongs in a more formal artifact type.
- Workflow Dependency — future NS work would be weaker, more confusing, or more error-prone without it.
A useful test:
A Working Concept is ready for promotion when it has recurring use, a stable definition, a clear destination, and a demonstrated effect on how NS work is performed.

A Working Concept should be promoted according to the kind of artifact it is becoming.
Glossary Entry
Promote when the concept has a stable definition and is used often enough that readers or future AIs need a standard meaning.
Article Seed
Promote when the concept has a clear audience hook, narrative arc, and enough explanatory force to support a public essay.
Civic Topology Issue
Promote when the concept describes an observable civic condition that can participate in directional causal links.
Future Topology Area

General Use Discipline for Working Concepts
Working Concepts are exploratory tools. They help NS notice patterns, name mechanisms, and preserve emerging analytical structures before they are mature enough for promotion.
Because many Working Concepts have broad explanatory reach, they should not be used as default explanations.
Begin with the most direct explanations first: formal rules, institutional authority, material conditions, visible incentives, capacity limits, ordinary error, and known constraints. Use broader NS lenses only when simpler explanations do not adequately explain a persistent gap, distortion, repetition, avoidance, escalation, or failure to correct.

Why This Matters
Powerful concepts are attractive because they explain a lot. That strength also creates over-application risk. A concept may be elegant, novel, emotionally resonant, or theoretically satisfying, but those qualities do not make it the right explanation.
Use Discipline exists to protect NS from turning useful lenses into catch-all explanations.
Formal / Informal Constraint Split

Short Definition
The Formal / Informal Constraint Split distinguishes between documented authority, rules, procedures, and legal limits on one side, and operative social, political, financial, reputational, relational, media, donor, party, professional, and identity pressures on the other.
Core Insight
Formal constraints define what an actor can do; informal constraints define what an actor will do.
Formal constraints are visible in charters, statutes, bylaws, budgets, job descriptions, official powers, rules of procedure, and legal authority.
Informal constraints operate through relationships, expectations, norms, pressure, incentives, sanctions, access, reputation, money, party structures, media ecosystems, donor networks, and career paths.
Not every detected informal constraint produces capture. Where informal pressure is present but formal authority continues to be exercised despite it, record the constraint and its strength through the Informal Constraint Scan rather than classifying the institution as captured.
Why It Matters
Institutions are often analyzed through their formal structures because those are visible and documented. But actual behavior is frequently governed by informal constraints that insiders understand and outsiders cannot easily see.
When informal constraints shift, formal institutions may remain unchanged while their real operating behavior changes dramatically.

Functional Grease vs. Captured Power
Informal constraints are not automatically dysfunctional.
Some informal constraints serve as functional grease:

Others serve as captured or abusive power channels:

Many informal constraints can function as both, depending on context and observer.
NS should describe what informal constraints do structurally: what behavior they enable, suppress, stabilize, distort, conceal, or punish. Moral evaluation may occur downstream, but the assessment itself should make the constraint legible without assuming that all informal constraint is inherently corrupt.
Observation Effect
Informal constraints often derive power from remaining unwritten, deniable, or socially understood rather than formally stated.
When an assessment names an informal constraint, it may change the constraint’s operating character. The constraint becomes more visible, more contestable, and harder to deny. In that sense, analyzing informal constraints can partially convert informal power into formal accountability pressure.

Why It Matters
Civilizations regulate behavior through more than law. They also depend on informal boundaries: what is shameful, disqualifying, respectable, tolerated, laughable, admired, or forbidden.
When those boundaries drift, public behavior can change without any formal institutional change.
A society may still possess the same laws, offices, procedures, and constitutional text, while operating with a very different permission structure.
This makes institutional decline harder to see if analysis focuses only on formal rules.
Source Lineage
This concept emerged from discussion of Richard Lowenthal’s article “The REAL ‘Trickle-Down’ Effect That’s Wrecking the US,” which argues that elite or apex-level behavior can cascade downward as moral permission rather than economic prosperity.
NS preserves the structural mechanism but does not adopt the article’s strongest moral or partisan claims.
This concept also overlaps with existing scholarship in social learning theory, status modeling, norm cascade research, political psychology, and institutional sociology. NS’s contribution is not the discovery that high-status behavior can be imitated. The NS contribution is integrating that insight with informal constraints, immune-response failure, factional protection, and civilizational stress behavior.
Empirical Caution
Do not treat this as unique to one political faction, leader, party, or historical moment.
Permission Structure Drift can appear in many contexts, including authoritarian transitions, corruption normalization, McCarthyism, Reconstruction reversal, political violence normalization, organizational misconduct, abusive institutional cultures, and social-media-driven boundary testing.

Artifact architecture is not passive storage. A well-designed receptacle can change what NS is able to notice.
Why It Matters:
NS development has repeatedly accelerated after a new artifact container was created. The container does not invent the pattern, but it creates a detection surface. It reduces loss, improves routing, and helps recurring insight types become visible sooner.
Examples:
- Once Civic Topology became part of the Content Workflow, articles began producing issues, causal links, causal chains, feedback loops, future topology areas, and topology clusters.

A Symbolic Blame Container occurs when an office, agency, role, public figure, or visible institution is held publicly accountable for failures it does not actually control, causing accountability signals to route toward the visible target instead of the real decision points, incentives, or system constraints.
Why It Matters

Why It Matters
