Purpose
NS Operations defines how NeuroSaeculum work moves from source material, observation, discussion, or analysis into durable system memory.
It describes the operating layer of NeuroSaeculum: how work is analyzed, routed, captured, published, harvested, and preserved.
NS Operations does not define the analytical framework itself.
It defines how the framework is used in practice.
The Two Core Operational Systems
NS Operations currently rests on two core systems:
These systems are related but distinct.
The NS Diagnostic Process explains how to analyze material structurally.
The NS Content Workflow explains how to preserve, route, publish, and integrate the results of that analysis.
Together, they form the operational spine of NeuroSaeculum.
NS Diagnostic Process
The NS Diagnostic Process answers the question:
How do we analyze this structurally?
It is used when a source, event, article, issue, institution, policy, historical case, or recurring pattern needs to be interpreted through the NeuroSaeculum framework.
The diagnostic process may involve:

The diagnostic process produces understanding.

The diagnostic process does not automatically create durable system memory.
That is the role of the content workflow.

The NS Content Workflow answers the question:
What should happen to this work next?
It defines how signals, analysis, and insight are captured, routed, synthesized, published, harvested, and integrated into NeuroSaeculum.
The content workflow includes activities such as:

It ensures that useful insight does not remain trapped in chat, notes, article drafts, Monitor Logs, or private interpretation.
Relationship Between Diagnosis and Workflow
The NS Diagnostic Process and NS Content Workflow serve different roles.
The diagnostic process asks:
What does this mean structurally?
The content workflow asks:
What should be created, updated, preserved, or routed because of that meaning?
Diagnosis produces understanding.
Workflow produces durable artifacts.
Artifact Harvest is the hinge between them.
Artifact Harvest as the Operational Hinge
Artifact Harvest is the point where diagnostic insight is reviewed for durable system value.
After major analysis, publication, Monitor work, NS News creation, or article development, Artifact Harvest asks:
What reusable artifacts or updates emerged from this work?
Possible outputs include:
- Civic Topology Issues, Causal Links, Causal Chains, Topological Areas, or Walkthroughs
- Signal Translations
- First Foundation Patterns, Anti-patterns, Anti-Pattern Sequences, PANs, or Assessment Reports
- Structural Dynamic instances
- Event Overlays

No major analysis is complete until Artifact Harvest has been performed, deferred with a revisit trigger, or judged not required with a reason.
Major outputs should record Artifact Harvest Status so completed, deferred, not-started, or not-required harvest decisions remain visible.

What NS Operations Is Not
NS Operations is not a bureaucracy.
It is not a project-management system.
It is not a replacement for judgment.
It is not intended to document every small thought, reaction, or discussion.
Its purpose is to prevent important structural insight from being lost.
The current operating team is small, so the workflow remains lightweight by design.
Where operational capabilities are intentionally deferred, they are recorded as Deferred Operations Debt rather than built prematurely.

Insight should not remain only in conversation.
If a discussion, diagnosis, Monitor Log, NS News Report, article, or external source analysis produces reusable structural value, the workflow should ask whether that value belongs in a durable artifact.
