Purpose
Determine whether a discovered event, article, report, statement, or source item warrants a standalone NS News Report.
NS News Assessment decides whether an item should receive event-level structural treatment now, rather than waiting for Monitor synthesis or becoming long-form article work.
This activity produces a decision.
It does not write the NS News Report, generate Monitor Logs, create SDT Records, or perform Artifact Harvest.

The Operational Guide to NS Diagnosis may be used lightly when deciding whether an item has enough structural significance for standalone treatment.

Core Question
Does this item warrant a standalone NS News Report?
The question is not:
- Is this interesting?
- Is this outrageous?
- Is this politically important in the ordinary news sense?
- Could this eventually matter?
- Does this belong somewhere in the Monitor cache?
The question is:
Does this item reveal a structural mechanism clearly enough to justify immediate event-level NS explanation?
Qualification Heuristics
An item may warrant an NS News Report if it clearly demonstrates or exposes:
- institutional boundary testing
- legitimacy strain
- authority reconfiguration
- visible load movement
- recurring Structural Dynamic
- Drift Trigger in motion
- Event Overlay relevance
- Systemic Failure Mode relevance
- Civic Topology relevance
- First Foundation pattern or anti-pattern relevance
- major project / program relevance
- narrative or motivational pressure with structural significance
- a concrete example useful for explaining NS concepts
An item may also qualify if it provides a timely, compact example of a broader structural condition.
When NS News Is Preferable to Monitor Intake Alone
NS News may be appropriate when the item deserves structural clarity before the next Monitor Log.
Use NS News when:
- the event is discrete and explainable on its own
- the structural mechanism is visible without needing a larger cluster
- the item would make a useful public-facing structural read
- waiting for Monitor synthesis would bury or delay the signal
- the event is likely to be referenced later
- the event exposes a pattern already visible elsewhere
When to Defer to Monitor
Do not create an NS News Report if the item is better understood as part of accumulated signal density.
Defer to Monitor when:
- the item requires cluster context to make sense
- the item is meaningful but not individually distinctive
- the signal is one of several related items building toward a Monitor Log
- the event is too thin for standalone explanation
- the structural significance is uncertain but worth preserving
If deferred, ensure the item proceeds to Structured Event Intake if it has not already been entered.
When to Escalate to Article Development
Do not force long-form material into NS News.
Escalate toward Article Development or PM Task when:
- the item opens a broader framework question
- the analysis requires historical context
- the mechanism needs extended explanation
- the item belongs to a major project or book-scale thread
- the source suggests an article seed rather than a short event-level report
- multiple artifacts or fields need to be developed together
Use of the NS Diagnostic Process
NS News Assessment may use light NS Diagnostic Process reasoning.
Use it to ask whether the item connects clearly to:
- Civic Topology
- Saecular Mechanics
- Load Mechanics
- Structural Dynamics
- First Foundation patterns or anti-patterns
- Event Overlays
- Systemic Failure Modes
- CivMMI or Hidden Circuitry context
- major project / program artifacts
Do not perform full diagnosis during NS News Assessment.
If full diagnosis appears necessary, the item may be better suited for Article Development, Monitor Generation, or a separate NS Diagnostic Process pass.

Generate NS News Report
The item warrants standalone event-level structural treatment.

Constraints
- Do not write the NS News Report during assessment.
- Do not generate a Monitor Log.
- Do not generate an SDT Record.
- Do not perform full Artifact Harvest.
- Do not overproduce NS News for every interesting item.
- Do not use NS News as a substitute for Monitor synthesis.
- Do not force complex article-scale analysis into a short report.
- Do not create Strategic Interventions directly from NS News Assessment.
This activity is a publication gate, not the publication itself.
Completion Checklist
Before closing NS News Assessment, confirm:
- item was reviewed for standalone event-level structural significance
- decision was made: generate report, defer to Monitor, escalate to article/task, or no action
- if generating report, next step is NS News Report Creation
- if deferring, item is or will be entered into the Intake Buffer
- if escalating, PM Task or Article Development path is clear
- no report drafting was performed prematurely
- no Artifact Harvest was performed prematurely
