Monitor Generation

Purpose

Produce a CT Monitor Log and corresponding SDT Record after accumulated Intake Buffer signals have reached synthesis threshold.

Monitor Generation converts accumulated signal material into structured system-state documentation.

This activity performs synthesis. It does not perform initial intake, threshold assessment, or Artifact Harvest.

Input

Inputs may include:

  • Intake Buffer ODT file
  • Intake Buffer Table of Contents
  • source articles, reports, speeches, legal/policy documents, or other source material included in the buffer
  • notes from News Discussion
  • threshold assessment decision
  • prior CT Monitor Logs
  • prior SDT Records
  • relevant NS News Reports
  • relevant Civic Topology artifacts
  • relevant ongoing project notes

Required input:

  • Confirmation from Monitor Threshold Assessment that synthesis threshold has been met.

Trigger

This activity begins only after Monitor Threshold Assessment determines that a CT Monitor Log should be generated.

Threshold may be met by any one of the following:

  • one threshold event
  • one cluster of 3–6 related items
  • two pattern-surface repeats
  • intake friction
  • week boundary plus approximately eight meaningful items

Do not begin Monitor Generation before threshold has been met.


Required Outputs

Monitor Generation produces two required artifacts:

  • CT Monitor Log
  • SDT Record

Both should normally be generated as part of the same Monitor workflow session.

If the SDT Record is deferred or waived, that decision should be explicit.


CT Monitor Log

The CT Monitor Log synthesizes accumulated signals into a structured snapshot of system condition.

The log may assess:

  • dominant structural themes
  • cross-domain interactions
  • escalation signals
  • drift movement
  • load behavior
  • institutional responses
  • legitimacy strain
  • narrative pressure
  • possible phase or turning indicators
  • major pattern-surface repeats
  • relevant Event Overlays
  • relevant Systemic Failure Modes
  • relevant Civic Topology implications

The log should document structural condition.

It should not:

  • prescribe policy
  • assign moral blame
  • treat speculation as finding
  • force every signal into a predefined framework category
  • generate Strategic Interventions prematurely

SDT Record

The SDT Record provides the triage layer following Monitor synthesis.

The SDT Record may assess:

  • active Structural Dynamics
  • Drift Triggers
  • load behavior
  • Event Overlays
  • Systemic Failure Modes
  • escalation trajectory
  • domain interaction
  • severity / tempo
  • whether deeper analysis is warranted
  • whether downstream Artifact Harvest is likely to produce additional artifacts

SDT is diagnostic triage. It does not replace Artifact Harvest.


Use of the NS Diagnostic Process

Monitor Generation should use the NS Diagnostic Process when synthesis requires deeper structural interpretation.

At minimum, consider whether the accumulated signals require review through:

Not every Monitor Log requires full-stack diagnosis.

Use the depth appropriate to the signal set:

  • light diagnostic framing for routine signal accumulation
  • standard diagnostic framing for multi-domain stress or repeated mechanisms
  • deeper diagnostic framing when a cluster may affect major projects, CivTop structure, First Foundation development, or Crisis-phase interpretation

Artifact Awareness

During Monitor Generation, note possible downstream artifacts, but do not fully harvest them inside this activity.

These should be evaluated in Artifact Harvest after Monitor Generation is complete.


Constraints

  • Do not add new events during Monitor Generation unless they are essential to correcting the signal set.
  • Do not re-open threshold assessment during synthesis.
  • Do not treat Monitor Generation as article writing.
  • Do not convert the Monitor Log into a Strategic Intervention document.
  • Do not skip the SDT Record unless explicitly deferred or waived.
  • Do not skip Artifact Harvest.
  • Do not assume the CT Monitor Log itself captures all downstream artifact implications.

Monitor Generation is complete only when the CT Monitor Log and SDT Record are produced or when any exception is explicitly documented.


Completion Checklist

Before closing Monitor Generation, confirm:

  • CT Monitor Log has been created.
  • SDT Record has been created or explicitly deferred/waived.
  • relevant methodology/template pages were followed.
  • major signal clusters were synthesized.
  • significant uncertainty or limits were noted.
  • possible downstream artifacts were flagged for Artifact Harvest.
  • no unresolved intake items need immediate correction.
  • Artifact Harvest Status has been recorded on the CT Monitor Log and/or SDT Record.
  • Artifact Harvest is the next activity.’

Mandatory Next Activity

Proceed to:

Artifact Harvest

No Monitor Log is considered complete until Artifact Harvest has been executed or explicitly considered.

If Artifact Harvest is deferred or judged not required, the output must still record Artifact Harvest Status with a revisit trigger or reason.


Structural Role in Workflow

Structured Event Intake accumulates signals.

Monitor Threshold Assessment decides whether synthesis is warranted.

Monitor Generation produces system-state understanding.

Artifact Harvest converts that understanding into durable system memory.

Monitor Generation is the synthesis step, not the final step.
