Purpose
Determine whether a discovered event, article, report, statement, or source item warrants structured memory entry in the NeuroSaeculum Intake Buffer.
Event Intake Qualification filters exploratory material before it enters the structured workflow.
This activity produces a decision.
It does not perform synthesis, generate artifacts, assess Monitor threshold, or perform Artifact Harvest.

This activity defines the qualification gate between exploratory discussion and structured intake.
The Operational Guide to NS Diagnosis may be used lightly when structural relevance is unclear.

Core Question
Does this item merit structured tracking within the Intake Buffer?
The question is not:
- Is this interesting?
- Is this outrageous?
- Is this emotionally compelling?
- Do I agree with it?
- Is this politically important in the ordinary news sense?
The question is:
Does this item plausibly interact with structural dynamics, drift, load, legitimacy, institutional behavior, civic topology, turning-phase mechanics, or major NS project work?
Qualification Heuristics
An item qualifies if it meets one or more of the following.
It may indicate:
- institutional escalation
- constraint shift
- authority reconfiguration
- legitimacy strain
- load accumulation, transfer, concentration, or conversion
- recurring Structural Dynamic
- emerging Drift Trigger
- Event Overlay relevance
- Systemic Failure Mode relevance
- Civic Topology relevance
- First Foundation pattern or anti-pattern relevance
- major project / program relevance
- possible cluster formation
- possible pattern-surface repeat
- possible threshold-event significance
- narrative or motivational pressure relevant to NS analysis
An item may also qualify if it feels structurally significant even though its eventual impact is uncertain.
Uncertainty is acceptable at this stage.
Non-Qualifying Items
An item does not qualify solely because it is:
- sensational
- viral
- partisan
- emotionally intense
- personally interesting
- rhetorically provocative
- ordinary political churn
- redundant without new structural signal
- isolated trivia with no apparent structural implication
If the item may become relevant later but does not currently justify structured intake, leave it out or keep it informally.
Use of the NS Diagnostic Process
Event Intake Qualification may use light NS Diagnostic Process reasoning when qualification is unclear.
Use it only to ask whether the item has plausible relevance to:
- Civic Topology
- Saecular Mechanics
- Load Mechanics
- Structural Dynamics
- First Foundation patterns or anti-patterns
- Event Overlays
- Systemic Failure Modes
- CivMMI or Hidden Circuitry context
- major project / program artifacts
Do not perform full diagnosis at this stage.
If full diagnosis seems necessary, the item probably qualifies for Structured Event Intake or NS News Assessment.

This activity protects the Intake Buffer from noise.
Completion Checklist
Before closing Event Intake Qualification, confirm:
- item was reviewed for structural relevance
- decision was made: qualifies, does not qualify, or escalates elsewhere
- if qualified, next step is Structured Event Intake
- if not qualified, no structured intake is needed
- if escalated, correct next activity or task was identified
- no synthesis was performed prematurely
