This structure is being tested through the Housing Topology Cluster and the Institutional Dysfunction and Democratic Accountability Cluster. It should be refined as additional clusters are created and as member-area relationships become clearer.
Civic Topology often begins with individual issues, causal links, causal chains, feedback loops, and future topology areas. Over time, some topics accumulate enough related material that they are no longer best understood as isolated areas.
When that happens, Civic Topology uses a higher-level grouping called a Topology Cluster.
A Topology Cluster groups related topology areas that share a larger civic system, stress field, recurring causal substrate, or cross-cutting diagnostic problem. Clusters help organize related work, identify gaps, map cross-area chains, and guide focused development without requiring every member area to be complete.
Short Definition
A Topology Cluster is a curated grouping of related Civic Topology areas that have accumulated enough shared structure to reveal a larger civic system, stress field, or cross-cutting diagnostic problem.
Clusters do not own issues, causal links, causal chains, feedback loops, or walkthroughs. Like topology areas, they are curated views through shared topology.
Their purpose is orientation, gap detection, cross-area mapping, and focused development.
Why Topology Clusters Exist
Some civic problems are too large, layered, and interconnected to fit cleanly inside a single topology area.
For example, housing is not just one issue. It includes:

- affordability
- local veto power
- homeowner incentives
- rental instability

- infrastructure capacity
- commute geography
- wildfire exposure
- insurance instability

Each of those may justify its own topology area. But together, they form a larger civic system.

A topology area may appear in more than one cluster when appropriate.

When to Create a Topology Cluster
A Topology Cluster should be considered when several of the following are true:
- Multiple topology areas share the same civic system, stress field, or diagnostic problem.
- The same issues, causal links, causal chains, or feedback loops recur across several areas.
- New articles or events repeatedly fall near the same family of concerns.
- The topic has become too broad for one topology area.
- Related future areas begin to multiply.
- The missing pieces of the larger system are becoming visible.
- A focused development pass would reduce future confusion.
Practical rule:
A cluster begins when enough related topology exists that the missing pieces become visible.
What Creating a Cluster Triggers
Creating a cluster does not mean every member area must be completed immediately.
Instead, it triggers a cluster stabilization pass.
A stabilization pass should:
- Define the cluster.
- List known member topology areas.
- Identify likely missing areas.
- Draft shared issue vocabulary.
- Map major cross-area causal chains.
- Note major feedback loops.
- Identify overlap with other clusters or NS fields.
- Choose one member area for deeper development, if appropriate.
The goal is not to finish the cluster.
The goal is to create enough architecture that future material has a clear place to land.
Cluster Development Status
Clusters may use a development status to indicate maturity.
Emerging
Enough related material exists to justify grouping, but the cluster is still exploratory.
Stabilizing
The cluster has a defined scope, known member areas, likely missing areas, and early cross-area chains.
Active
The cluster is being developed as a focused CivTop work area.
Mature
The cluster has several developed member areas, shared vocabulary, major chains, feedback loops, and clear boundaries. Reader-facing walkthroughs may exist but are not required for architectural maturity.
Dormant
The cluster remains valid but is not currently under active development.
Substrate-Like Areas and Cluster Membership
Some topology areas function less like bounded issue domains and more like cross-cutting substrates. These areas may appear in multiple clusters because they shape how many civic systems perceive, process, legitimate, or respond to stress.
A substrate-like area does not become “owned” by any cluster. Instead, each cluster uses the substrate area only where it affects that cluster’s diagnostic question.
For example, Knowledge Legitimacy / Anti-Expert Politics may support an Institutional Dysfunction cluster, a Climate Risk cluster, or a Public Health cluster, depending on whether expert distrust is shaping accountability, climate response, or health compliance.
This prevents clusters from becoming silos.
Substrate-Like Area Test
A topology area may be treated as substrate-like when it does not primarily describe one bounded issue, but instead describes a recurring condition that shapes how many other civic systems perceive, process, legitimate, or respond to stress.
A topology area should be considered substrate-like when several of the following are true:
- It naturally appears in more than two topology areas or clusters, including projected areas or clusters surfaced by gap analysis.
- Removing it would weaken or invalidate causal chains across multiple downstream working sets.
- It affects how other issues are perceived, interpreted, legitimized, or acted upon.
- It functions as enabling terrain rather than a single policy problem.
- It repeatedly appears as a mediator between events and institutional response.
- It helps explain why otherwise available correction mechanisms fail to activate.
Practical rule:
A substrate-like area is not just widely relevant. It changes how other areas function.

Walkthroughs may exist at either the topology-area level or the cluster level.
An area-level walkthrough explains a causal path within one topology area.
A cluster-level walkthrough explains a causal path that crosses multiple member areas inside a cluster.
For example, a walkthrough titled How Anti-Expert Politics Weakens Democratic Accountability might belong at the cluster level if it crosses Knowledge Legitimacy, Information Environment, and Accountability Failure.
Cluster-level walkthroughs should be used when a causal path cannot be explained clearly inside one member area without losing important cross-area structure.
Functional Pipelines and Failure Modes
Some clusters may contain a functional pipeline: a sequence of functions that must operate for the larger civic system to work.
Pipelines are cluster-specific. The IDDA cluster may use a corrective pipeline such as:

Another cluster may use a different pipeline based on its diagnostic question.
For example, a Housing cluster might use:

A pipeline describes what functions must succeed. Failure-mode families describe how those functions can be disabled.
For example, in the Institutional Dysfunction and Democratic Accountability cluster, democratic correction depends on the system’s ability to recognize that something is wrong, legitimate correction as proper, and activate the institutions or actors capable of response.
The Immune Response Integrity family describes ways this pipeline can fail:
- Recognition Failure — the threat is not recognized as a system threat.

Workflow Rule
When a new article, event, or analysis relates to a cluster:
- Identify the relevant cluster.
- Identify the member topology area where the material fits best.
- Add new issues, links, chains, or notes at the most specific useful level.
- If the material exposes a missing subarea, add it to the cluster’s gap list.
- If the material connects multiple member areas, record it as a cross-area chain or feedback loop.
- If the material becomes reader-facing, consider whether it should become a walkthrough.

A Topology Cluster is not a finished map.
It is a sign that CivTop has moved from scattered intake into deliberate field-building.
