Context / Problem
In many democratic systems, oversight is often captured by the very entities it is meant to supervise. Ethics boards, inspector generals, and internal auditors tend to drift toward institutional alignment over time. This produces what First Foundation identifies as oversight decay—when transparency mechanisms become performative rather than functional.
Solution Sketch
A Citizen Oversight Panel embeds public participants directly into review and audit functions. Members are selected through transparent civic lotteries, rotational terms, and structured training in deliberative methods. The panel holds access to public records, issues findings in plain language, and maintains independence through multi-source funding and rotating stewardship.
